I have started to ask other councils & PCT's for information. It would be helpful if you could copy the request below and send it to your local Council / PCT and post the response so we get a broader picture.
"Freedom of Information Request.
I request the following;
i. How much money do you receive, and from what source (Central Government or otherwise), to fund activities for people living with HIV and AIDs (PLWHA)?
a. Please provide organisational contact information.
ii. How is this money allocated external to your organisation?
a. Detail to whom it is given, the amount, what service(s) it pays for?
b. Detail how you audit delivery from external organisations for what you have paid for,
i. The frequency,
ii. The criteria, by organisation.
iii. When this was last done, by organisation.
iv. When is this next due, by organisation?
iii. Detail how this money is allocated internally within your organisation.
i. That is how much?
ii. To what department?
iii. To provide what service(s).
iv. Where this is a contribution to ‘man-hours” within a department please detail the amount and frequency i.e. Housing Officer, HIV people, 20 hours per week.
b. Detail how you audit delivery from internal delivery for what you have paid for,
i. The frequency,
ii. The criteria by department.
iii. When this was last done.
iv. When is this next due?
iv. Detail the services clients can access.
I have received a response from Kensington & Chelsea to the request above. I require and await more detail.
I have attached a revised analysis of the profit and loss (surplus/loss made) obtained from information available through the charity commission http://www.charity-commission.gov.uk/ website, see attached pdf.
Analysing the ASG, direct payments, DOH and local government grants which gives us some idea how much and were monies are spent, given that 49% of local authorities didn't carry a needs assessment, who else is not seeking the views of it clients and addressing the needs whatever that condition maybe? I have found various reports that are some years old now and do ask how and if these are implemented? I can't be sure!
Councils receive a carers grant, disabled facility grant and AIDS support grant to provide support services, advice, assistance and more importantly the resources to help and choice with independent living, why then is it a struggle to get people to listen, understand and comply with the Acts of Parliament? which I have found to support us http://benefits.tcell.org.uk/forums/disabled-peoples-rights-everyday-life . There is a wide spectrum of people within our community and at all different stages of life and the issues they face; the system is impartial as the numbers show.
Should social return upon investment play a key figure for future support and funding if not already done? and should this be represented within the annual accounts and should organisations be held to account?, if not already done so. An example is the £42m given to London Councils for setting up personalisation transformation costs by the Dept. of Health (these costs are meant to be a one off) which at best, has so far supported about 30,000 people within London, with a population of at least 7.5million in London. (170,000 people across the United Kingdom access this support).
The LGBT community is estimated to be about 250,000 within London; London Council grants allocated to the LGBT community is worth about £1.6m and about £600,000 for HIV/AIDS. £25.8million is awarded through the AIDS support grant and we know that no all London Councils add additional funds, as our analysis shows. Of those on benefits list about 7,510 for DLA, 500 for AA and 86 for ILF, the total number listed for all full benefits in total is unknown. 3% of the ASG is used for direct payments.
Yes these monies are used for employment through delivery of service and other related costs set within a criteria, is their duplication, I suggest YES, could different idea's be forthcoming, used and considered, I suggest YES, could the amalgamation of the London ASG allocation to provide a similar LSG consortium, I suggest YES. What do you think?
