This Bill, formally promoted by Westminster City Council, includes a wide range of 'public realm' provisions which would be effective in the 32 boroughs and the City of London. It is the tenth such item of private legislation dealing with London’s boroughs. Its key measures include enabling London councils to use a civil penalty charge procedure for the enforcement of several offences relating to litter, including smoking-related litter and dog fouling. It also makes a number of provisions in relation to street trading, including the seizure and disposal of equipment used for the disposal of seized goods and equipment, the unlawful trading of refreshments, and the management of street markets.

Parliamentary progress

The Bill was deposited in November 2007 and began its Parliamentary progress in the House of Lords. The Bill is now being considered by MPs in the House of Commons, and recently concluded committee stage on 30 March.
