Summary

The latest national statistics on the budget estimates of local authority revenue expenditure and financing for 2010-11 were released on 30 June 2010 under arrangements approved by the UK Statistics Authority.

The key points from the latest release are:

  • Budgeted total net current expenditure by local authorities in England totals £121.9 billion in 2010-11, compared with £115.0 billion in 2009-10, an increase of 6 per cent.
  • The definition of total net current expenditure has changed for this year to include revenue expenditure funded from capital by statute (RECS). Removing RECS, the 2010-11 net current expenditure figure is £121.1 billion. If compared to the 2009-10 figure of £115.0 billion, this is an increase of 5 per cent.
  • 38 per cent of budgeted total net current expenditure in 2010-11 is on education, 17 per cent on social care, 14 per cent on housing benefits and 10 per cent on police.
  • 25 per cent of budgeted revenue expenditure on a non-International Standard 19 basis in 2010-11 is estimated to be funded through council tax, 27 per cent through formula grant and 48 per cent through specific grants inside Aggregate External Finance and Area Based Grant.

Local government contribution to efficiencies in 2010-11

Summary

The Government has published details of the £1.166bn Local Government contribution to the £6.2bn cross government savings in 2010/11 needed to tackle the UK's record deficit in order to restore confidence in the economy and support the recovery.

The information listed in the documents and tables below set out the basis on which the Government will implement reductions to individual local authority grant allocations, as announced in a Written Ministerial Statement made by the Secretary of Statement on Thursday 10 June 2010.

The Government recognises that it will be challenging for local authorities (along with other parts of the public sector) to make these reductions in-year. However, the Government is clear that these reductions are necessary for the reasons set out above. The Government believes that it is for local authorities to decide where their priorities and opportunities for efficiencies lie across the totality of their responsibilities.

To support local authorities to re-shape their budgets, the Government aims to give authorities certainty about their grant reductions as a matter of urgency, so that they can make the necessary decisions as quickly as possible. The Government has also received representations from local government to provide certainty urgently.

The Government will not be consulting authorities on the reductions to grants or funding streams. However, in relation to those grant streams where reductions are necessary, the Government considers it prudent to publish amended allocations and to allow local authorities to comment on the accuracy of the figures before they are implemented.

Authorities have been asked to let the Department know by 5pm on Thursday 24 June if they believe that there are errors in the figures.
