The Telegraph exposes Kitty Ussher to "flipped" her home for one month to avoid Capital Gains Tax of £17,000 she also claimed £20,000 to remove an "artex" ceiling.

From October 2008 to June 2009 she served as a Parliamentary Under-Secretary at the Department for Work & Pensions bringing in the Welfare Reform agenda.

"...Her resignation is a setback for Gordon Brown, who had hoped the new team he selected in his reshuffle two weeks ago would survive the storm over parliamentary expenses. All ministers were given an "expenses audit", after which Ms Ussher moved from the Work and Pensions department to the Treasury.

The audit did not discover that Ms Ussher was advised by an accountant to switch her designated primary home from London to Burnley for one month, a move that saw her avoid paying £16,800 in CGT when she sold her constituency home in 2007. Ms Ussher sold the flat for £62,000, a profit of more than £40,000." - The Independent.

She joins James Purnell & Tony McNulty to have left the DWP recently.

We have one of the most intrusive, rigid welfare systems in the world, certainly Europe. The Personal Capability Assessment was regarded as very severe test of eligibility, with the introduction of the Work Capability Assessment this has become even more severe. People fight for Disability Benefits, often embroiled in a protracted process especially if they have to appeal a decision to get money that does nothing more than enable them to live and function with dignity, still in poverty, and assist in enabling a more inclusive role in society.

£47,000 in this context would help many people in need.

With all the changes to State benefits in the last few years, did these Ministers have the "Moral Authority", to enact these changes?

You have to also argue that government is not the only party that is embroiled in this scandal, no political party has escaped, therefore would any political party have fared any better?
