Freedom of Information request to the Dept. of Health seeking the budget and spend on HIV Treatment and Care in the UK

A freedom of information request was made to the Dept. of Health and its response.

“Do you collect figures by Primary Care Trusts on the amount that is spent or budget on HIV treatment and care by area or PCT”

Estimated PCT level expenditure on HIV and AIDS for 2006-07 to 2009-10 is published on the Department of Health website in the 2009-10 Programme budgeting PCT benchmarking tool, available from the following website: <

It may be helpful to explain that up to 2012-13, the Department of Health will allocate resources to Primary Care Trusts (PCTs). Once allocated, it is for PCTs to commission the services they require to meet the healthcare needs of their local populations, taking account of both local and national priorities.  This includes sexual health services.  From 2013-14, however, the NHS Commissioning Board will take over responsibility for commissioning guidelines and the allocation of resources from the Department of Health. Allocations will be made directly to GP consortia in late 2012.

Thank you for your email of 1 June to the Department of Health requesting, under the Freedom of Information (FOI) Act, information relating to HIV budget allocations.  Your email has been passed to me for reply.

You specifically ask:

‘With regard to the dept. budget of £750m, can you provide a more details analysis by PCT of how these monies are either allocated or budgeted for?

We know from the LSCG that about £250m is allotted to London (given that 50% of people reside with HIV/AIDS in London ), if you could provide the details on the other regions, this would be most grateful.”

Commissioner level programme budgeting data is published annually in the form of a benchmarking tool that enables commissioners to identify:

  • How they spend their allocation over 23 disease categories and their respective subcategories;
  • How their disease category level expenditure is split across 12 care settings (2010-11 only) and;
  • How their expenditure distribution pattern compares with other commissioners nationally, locally or with similar characteristics

The latest version of the Programme Budgeting PCT Benchmarking Tool< contains estimates of expenditure for the 2010-11 financial year.
