Trailblazers announced

Eight areas will test Right to Control

On 25 February 2010, the government announced the eight local authority areas that will test the Right to Control. They are:

• Barnsley Metropolitan Borough Council and Sheffield City Council
• Essex County Council
• Greater Manchester, this includes Manchester City Council, Oldham Council, Bury Council, Stockport Metropolitan Borough Council and Trafford Council
• Leicester City Council
• London Borough of Barnet
• London Borough of Newham
• Redcar and Cleveland Borough Council
• Surrey County Council (Epsom and Ewell Borough Council and Reigate and Banstead Borough Council).

Trailblazer authorities, which include Jobcentre Plus, will continue working with disabled people and service providers in their area, to decide how to test the Right to Control. Trailblazers will start before the end of 2010.

Consultation on Trailblazer regulations

ODI launched a consultation on the regulations which govern the Right to Control Trailblazers on 25 February 2010. The consultation closes on 19 May 2010.

Trailblazer authorities will be responding to this consultation. ODI would also like to hear from:

• disabled people and their organisations, particularly those working in Trailblazer areas (listed above)
• voluntary organisations
• service providers and their representative bodies.

Consultation toolkit

ODI created a toolkit to enable organisations to involve disabled people in their consultation response or organise their own consultation event. Service providers could use the it to engage with service users.
