Prior to the budget the Leader of the Opposition Challenged the Prime Minister at Prime Ministers Questions to remove the clause in the Welfare Reform Bill 2011 relating to the removal of the DLA Mobility Component for those in residential care. The Prime Minister refused to do this stating that this was under review and will form part of the review and progression to the Personal Independence Payment (PIP).

"Disability Living Allowance (DLA)
2.63 – As announced by DWP at the introduction of the Welfare Reform Bill 2011, the Government will no longer remove the mobility component of DLA for people in residential care in October 2012. Mobility provision for people in residential care will be reviewed as part of the wider reform of DLA to be introduced from 2013-14. (ai, 53)"
This is in line with the saving of £155million for 2013/14 for removal of this payment. Page 44 item d of the Red Book
No further changes to DLA announced in the budget this year but for the plans refer to the Comprehensive Spending Review 2010 that sets out the plans thus far over this Parliament.
Note the Comprehensive Spending Review sets out the financial plan over a parliament with the budgets expected to match progress on that plan.
