Summary
This report contains the final data for the numbers of service users in council funded or commissioned residential care by Councils with Adult Social Services Responsibilities (CASSRs) in England. Data is collected from the Adult Social Care Combined Activity Return (ASC-CAR).
A further issue of this publication containing the numbers of people being referred, assessed and having services provided or commissioned for them in their own home from the Referrals, Assessment and Packages of Care Return (RAP) is expected to be provided later in 2011.
Key Facts
- The number of people in residential and nursing care has continued to fall. Since 2003 there has been a steady decline in the number of supported residents with a fall of 2 per cent from 229,900 in 2009 and 225,600 in 2010.
- The number of supported residents in all types of supported accommodation has fallen since 2009 with the biggest percentage decrease seen in council staffed homes, which has seen a 9 per cent fall from 19,700 at 31 March 2009 to 18,000 at 31 March 2010.
- Of the total number of supported residents in registered accommodation, 66 per cent were in independent residential care homes, 26 per cent were in independent nursing homes, and 8 per cent were in council staffed homes. This has continued the trend of increased provision via the independent sector rather than through council run homes.
- 77 per cent of supported residents in registered accommodation were aged 65 and over, a similar distribution since 2008, however the overall number of supported residents aged 65 and over has fallen by 2 per cent since 2009 and 15 per cent since 2005.
- In 2010, over half (59 per cent) of supported residents aged 18-64 had a learning disability, 21 per cent had a mental health problem, 18 per cent had a physical disability and the remaining 2 per cent were in the substance misuse or other vulnerable people category.
- There were 64,600 permanent admissions to registered accommodation on 2009-10 which is a fall of 4 per cent from 67,200 in 2008-09 and a fall of 7 per cent from 69,600 in 2006-07.
- The number of clients placed in adult placements was 4,200 at 31 March 2010, an increase of 5 per cent from 4,000 in 2009.
