Community Care Statistics 2009-10: Social Services Activity Report, England presents information on referrals, assessments and packages of care, including information relating to residential care placements and residents during 2009-10, at a council level.

Packages of Care
- An estimated 1.70 million clients were receiving services , as part of a package of care following assessment, during 2009-10; this has decreased by 5% from 1.78 million in 2008-09. Feedback from councils suggests that this fall is due to a number of technical reasons including data cleaning and changes to recording systems following the introduction of self directed support as well as to the wider use of grant funded services for those with a lower level of need. It is possible that there may be a further fall next year as this continues
- An estimated 1.15 million (68 per cent), of those receiving services as part of a package of care following an assessment, were aged 65 and over.
- 1.46 million (86 per cent of all clients receiving services) received community based services (this is a decrease of 5 per cent from 1.54 million in 2008-09), 215,000 received residential care (a decrease of 3 per cent from 222,000 in 2008-09) and 90,000 received nursing care (down 7 per cent from 97,000 in 2008-09).
Community Based Services
- On the 31 March 2010 1 million adults aged 18 and over were receiving community-based services . 337,000 clients received home care; 302,000 received professional support (e.g. occupational therapy); 276,000 clients received equipment and adaptations; 149,000 received day care; 132,000 received direct payments and/or personal budgets; 61,000 received meals; 21,000 received short term residential care and 81,000 received a service which has not been defined following assessment.
Residential Care
- Since 2005 there has been a steady decline in the number of supported residents in registered accommodation (excluding adult placements) with a fall of 2 per cent from 230,000 at 31 March 2009 to 226,000 at 31 March 2010.
- Numbers of supported residents in CASSR staffed homes have continued to decline with a 9 per cent fall from 20,000 at 31 March 2009 to 18,000 at 31 March 2010.
Carers
- In 2009-10 387,000 carers received a service (including information and advice only) compared to 355,000 in 2008-09 (up 9 per cent). Of those receiving a service, 54 per cent received ‘carer specific' services, and 46 per cent received information and advice only.
- There has been a 21 per cent increase in the number of carers receiving information only from 148,000 in 2008-09 to 179,000 in 2009-10. The numbers receiving carer specific services was 208,000 which is similar to 2008-09. Access to Services
- There were 698,000 new clients for whom the first assessment was completed during 2009-10. This is a increase of 1 per cent from 691,000 in 2008-09.
- Around 1.30 million reviews for existing clients were carried out in 2009-10, a decrease of 5 per cent from 1.37 million in 2008-09. This is linked to the fall in services mentioned in the first bullet point under ‘Packages of Care'.
