Reading around the media, it is not clear how the DWP will spend the £1.7bn that it now has to combat the growing unemployment problem. Will this deliver new programs or merely fund the growth needed in the service to offer the same service but to more people?
The job creation scheme surrounding these investments has been likened to the "Community Programme" introduced by Margaret Thatchers 1980's government (Financial Times).
The job creation scheme allows councils and voluntary groups to bid for £6,700 per head to employ young people in social care projects or gardening etc...
Participation in some of these schemes may be made compulsory in 2010 with the "guarantee' that the under-25's who have been unemployed for more than a year will either be offered paid work or training.
