Employment Support Allowance (ESA)
2.65 – As set out in the Welfare Reform Bill 2011, DWP will remove the national insurance concession, which enabled those aged under 20 (or aged under 25 if in education or training) to access contributory ESA without meeting contribution conditions. The concession will be abolished for all new claims from April 2012.
