Subject to the necessary legislation, responsibilities will transfer to local authorities from the LSC for commissioning and funding 16-19 education and training.

Between September 2009 and March 2010, local authorities will shadow the LSC, with the LSC retaining its existing statutory responsibilities. This shadowing process will include local authority staff working closely with the LSC staff who are due to transfer to the local authority on 1 April 2010.

In addition, during the same period, the YPLA and the SFA will start to operate on a shadow basis within the LSC.
Each planning and commissioning cycle runs over a period in excess of two calendar years, as set out on the 16-19 Commissioning Schematic.
